Cross-regulatory cooperation
With the EU’s evolving digital landscape, a a key focus is ensuring consistent application of different rules. The EDPB's 2024–2027 Strategy prioritises consistent application of data protection principles across all regulatory areas.
The EDPB has adopted several guidance documents on how the GDPR applies alongside other EU laws. Some of these documents were adopted jointly with the European Commission or other regulatory bodies.
As a member of the following bodies, the EDPB contributes to the consistent application of data protection rules.
- High-Level Group for the DMA – The High-Level Group for the DMA brings together the European Commission and relevant EU authorities in the fields of data protection, competition, consumer protection, telecommunications, and media regulation to support a coordinated and consistent enforcement of the DMA.
- European Data Innovation Board (EDIB) – The EDIB brings together the European Commission and relevant Member State and EU bodies to advise and assist the Commission with regard to the application of the Data Act and the Data Governance Act.
- ETIAS Fundamental Rights Guidance Board – This Board serves as an advisory body, evaluating and issuing recommendations to the ETIAS Screening Board on potential impacts to fundamental rights. Its focus includes privacy, data protection, and non-discrimination considerations.
In addition, the EDPB and data protection authorities regularly cooperate with the following entities and networks:
- Consumer Protection Cooperation Network (CPC Network) – The CPC Network brings together national consumer protection authorities and the European Commission to support coordinated enforcement of EU consumer protection laws across the internal market. In this context, the European Commission and the EDPB Secretariat regularly organise joint workshops to discuss cases of common interest for both consumer and data protection law enforcers. A group of volunteers among consumer and data protection authorities was set up to further deepen this cooperation.
- Authority for Anti-Money Laundering and Countering the Financing of Terrorism (AMLA) – AMLA is a decentralised EU agency that coordinates national authorities to ensure the correct and consistent application of EU AML/CFT rules. The EDPB closely cooperates with the AMLA on joint guidelines on partnerships for information sharing, as well as other guidance with a significant impact on the protection of personal data.
- European Board for Digital Services (EBDS) – The EDBS is an independent advisory group bringing together national Digital Services Coordinators and the European Commission to support the application of the Digital Services Act. EDPB representatives participate in the work of Working Group 6 on Protection of Minors.
International Organization for Standardization (ISO) – The ISO is an independent international body that develops and publishes voluntary technical, quality, safety, and interoperability standards used worldwide across industries and technologies. As a liaison organisation, the EDPB participates to the work relating to data protection within the Subcommittee 27, working group 5 (SC27/WG5).
