Standard contractual clauses and administrative arrangements

The EDPB issues consistency opinions on multiple types of standard contractual clauses and administrative arrangements, fulfilling different functions.
Standard contractual clauses for agreements between controller and processor may be adopted by data protection authorities following an EDPB opinion (Art. 28(8) GDPR).
Standard contractual clauses may also provide appropriate safeguards for transfers of personal data to third countries and international organisations. These clauses may be adopted by data protection authorities following an EDPB opinion and approved by the European Commission (Art. 46(2)(d) GDPR).
Appropriate safeguards for transfers of personal data may also be provided for by ad-hoc contractual clauses or provisions to be inserted into administrative arrangements between public authorities or bodies (Art. 46(3)(a) and (b) GDPR).
